We do not know if the Lord or Jeremiah spoke these words. If the Lord spoke them, they show he gave judgment with a broken heart. If Jeremiah spoke them, they reveal his deep pain as he delivered the Lord's message. The prophet struggled to separate his love and compassion for the people from his role as the Lord's messenger.
