This is an evil among all things that are done under the sun, that there is one event unto all: yea, also the heart of the sons of men is full of evil, and madness is in their heart while they live, and after that they go to the dead.

Notes

When authorities delay punishments, including death, people may continue their reckless behavior and increase their wrongdoing and foolishness.

From observing life, it seems death often lacks meaning. Why do some people die while others live longer? God's decision on this is unpredictable (Ecclesiastes 7:13–14).
