Notes

  • Like a shepherd, the Lord in his mercy will guide the returning exiles beside cool waters. He promised to comfort them and meet their needs (see also Isaiah 40:11; Psalm 23:1).

  • roads … highways: The Lord would open up the way of salvation.

This is traditionally seen as the second of four songs about a suffering servant (see study note on Isaiah 42:1–4). The servant's role in suffering becomes clearer (see also Isaiah 50:4–9; 52:13–53:12).
