He that spareth his rod hateth his son: but he that loveth him chasteneth him betimes.
Literal
The one withholding his rod is hating his son, and one loving him diligently seeks him with discipline.
Latin
Qui parcit virgæ odit filium suum; qui autem diligit illum instanter erudit.

Notes

Punishment can help motivate learning. Discipline shows love, while not disciplining a child can show laziness (see also Proverbs 19:18; 23:13–14; 29:17).
